Not 100% on what's occurring here, but it looks like a Belgian practical joke show, which involves on this occasion, someone throwing a green net over a passer-by and running off. Our prankster meets an unfortunate end here though at the shoe of what might very well be Jean Claude Van Damme's little cousin. If only Jeremy Beadle had come up with this little gem when he was in his prime.
